The Lafayette City Council voted on Thursday, August 20, to cancel the city's scheduled November municipal council election after exactly three qualified candidates filed nomination papers for three available council seats, officially appointing all three individuals to office. City administrative officials published the formal notice on Friday, August 21, confirming the reappointment of sitting incumbents Jim Cervantes and Stella Wotherspoon to four-year terms, alongside the appointment of community newcomer Mario DiPrisco to a two-year seat. The statutory decision follows California Elections Code protocols that authorize governing bodies to appoint uncontested candidates and avoid unnecessary ballot expenses.

The council action yields substantial fiscal savings for Lafayette, preserving at least $48,000 in municipal funds that would have been expended on county ballot printing, voting machine programming, and election administration fees. By resolving the council succession through statutory appointments, the city redirects vital financial resources toward municipal capital projects, roadway maintenance, and wildfire safety initiatives. Although the city council contest will not appear on local ballots, Lafayette residents will continue to vote in federal, state, and countywide races on Tuesday, November 3.

The transition marks the conclusion of a significant chapter on the council with the retirement of Susan Candell, who elected not to seek another term after serving the community with distinction since 2018. Candell served as mayor during the challenging pandemic recovery period in 2021 and again throughout 2024, spearheading important downtown zoning initiatives and community safety reforms. Council colleagues praised her steadfast dedication to Lafayette, noting that her civic contributions established an enduring standard for transparent, collaborative local governance.

Municipal officials highlighted that the appointment process unfolded in full compliance with public noticing guidelines after the candidate filing period closed without additional contenders. The three appointed leaders bring diverse professional expertise to municipal leadership, with Cervantes and Wotherspoon offering deep institutional knowledge in municipal finance and land use, while DiPrisco contributes fresh perspective on downtown commercial vitality. The newly constituted council will oversee critical planning issues, including the implementation of the state-mandated housing element and environmental sustainability measures.

The city will schedule a formal swearing-in ceremony for the three council members in December, coinciding with the official certification of the countywide general election results. Lafayette residents can access the official resolution, appointment documents, and council recordings through the city clerk's portal. Voters seeking details regarding polling locations, vote-by-mail processing, or county ballot measures can consult the Contra Costa County Elections Division website or contact the Lafayette City Clerk's Office by calling (925) 284-1968.
