Residents living near the former Delta View Golf Course pressed the Pittsburg City Council to permanently block industrial data center construction near neighborhood schools, homes, and churches, even as councilmembers voted unanimously to impose an immediate 45-day moratorium on new data center development, according to NBC Bay Area.
While the council’s unanimous action halts consideration of the next two phases of the Avaio data center project—and can be extended before the 45-day window expires—it leaves in place the project’s first phase, which received city approval in 2024.
Neighborhood Pushback Inside and Outside City Hall
Roughly two dozen demonstrators gathered outside City Hall prior to the meeting, and tensions briefly halted proceedings when protesters interrupted the opening of the session before police escorted them out and public comment resumed.
“We can build a future without an industrial power plant besides the playground, protect the places where our children grown up,” one speaker told the council during public comment, while resident Marta Rodrigues cited concerns over potential illnesses given the site’s proximity to a church, a school, and nearby homes. Councilmember Jelani Killings acknowledged the widespread fear and concern expressed by Pittsburg residents.
Statewide Debate Over Proposition 45 Environmental Rules
The local dispute also intersected with next week’s Nov. 3 ballot debate over Proposition 45. Opponents including Woody Little of Clean and Healthy California warned that the ballot measure’s broadband internet provisions could weaken environmental and public review for data centers, while a California Chamber of Commerce legal analysis countered that conventional data centers would not qualify under the measure because they do not supply mass-market retail internet access directly to customers.
